Out of work self-employed EU citizens can retain worker status

In Florea Gusa v Minister for Social Protection (C-442/16), the ECJ considered whether an EU citizen who ceases to work in a self-employed capacity in another Member State because of an absence of work beyond their control retains worker status and, consequently, the right to reside in that Member State.
